exclusive service areas for utilities certificated to provide electric         
utility service and to the definition of `general public' for utilities        
furnishing electric service; and relating to employees and terms of            
members of the Alaska Public Utilities Commission was engrossed,               
signed by the President and Secretary and transmitted to the House             
for consideration.
